Iraq is going through a sensitive period following years of wars. The Ministry of Migration and Displacement plays a pivotal and indispensable role in achieving humanitarian stability and rehabilitating populations displaced by forced migration. This paper shows that leadership substantially impacts employees’ emotional and social competencies. The research measures emotional intelligence (EI) levels among the Ministry’s employees and examines their implications for the quality of institutional performance, given that safeguarding staff psychological well-being has become essential to sustaining service delivery. The study applied an emotional intelligence scale based on Goleman’s model. Data were collected from a representative sample of employees at the Iraqi Ministry of Migration and Displacement. The results show that EI significantly predicts job performance outcomes, with a reliable positive correlation observed between higher emotional intelligence and improved quality of humanitarian service, reduced Job stress, and increased employee satisfaction. The research shows that the ability to regulate emotions acts as a protective shield, enhancing employee resilience and flexibility in the face of stressful, conflict-ridden environments. The research recommends that the Ministry integrate EI as a core component of its job training programs to improve organizational efficiency and ensure the delivery of high-quality services at the frontline level
