Abstract

The aim of this article is to monitor and analyze the main obstacles and the fundamental and structural challenges that prevented and prevent the success of Morocco’s advanced regional policy in order to alert decision-makers and officials to consider and work towards lifting them and overcoming them so that the developed regional policy becomes a real reality and a complete development project. This is because despite the fact that Morocco has a very important legal arsenal, by accumulating a series of advanced experiences on the issue of regionalism and decentralization, the reality of this practice has not yet exceeded the framework of public debates that reflect the ambiguity in the representation of responsibilities and competencies, It reveals a range of imbalances and obstructions
