This study provides a theoretical and methodological approach to understanding hidden aspects and illegal ones that control the Moroccan public administration. Suppose at first: That the sociological and anthropological entrance is the portal through which it can understand the structure of the administration and its actors, but studies tend to ignore this aspect, is interested only on the technical and legal side.
