Legal Regulation of Public Libraries in Iraq - A Historical Study

The research aims to shed light on the legal legislation that regulated the work of public libraries in Iraq, by tracing the emergence and development of these legislation, since they were ministerial instructions issued by the Ministry of Education for public libraries to be managed, until they later became special regulations for public libraries. The research indicates that the legal legislation for public libraries in Iraq went through several stages through which it transformed from mere ministerial instructions issued by the Ministry of Education to then become successive regulations in issuance, each of which adding certain aspects to the legislation of public libraries, to stop at Library Regulation No. (1) of 1996, which Amending or canceling it and issuing a new system for public libraries has become an urgent necessity to advance their status in a way that is compatible with developments and developments in this field
