Reforming educational administration in Morocco: strengthening leadership capacities in the absence of independent educational institutions

This article aims to highlight the importance of educational management, as an essential input for the operationalization and development of the educational objectives, the study focuses on directors of educational institutions as educational leaders, given the crucial role of this group in the process of education. The study analyzes the prerequisites and criteria for assigning the position of a Director of an educational institution, and the effectiveness of these conditions in the creation of educational leaders capable of planning, renewing and adapting to the new requirements of educational institutions. The study identifies the most important reforms that the Moroccan department of education has undertaken to identify the extent to which administrative work has been professionalized and contributed to a transition from a vision of applying memos and implementing administrative decisions to a vision based on innovation, creation and development of the educational institution. The article concludes that the formation of the educational administration is not enough to create a leadership that is effective and capable of creating change within the educational institutions, but it also requires more power, autonomy and independence
