This article is concerned with the Environmental studies that deal with the domains that are related to the forest, especially its mountain component. The topic of exploitation of the forest resources raises historical issues and problems that are related to the old construction and human settlement and stabilization near or inside the forest’s areas which gives the right to these human gatherings to exploit them. The same topic also raises legal and economic issues which include what is official (the state) and what is social (the local residents) which generates the conflict between the beneficiaries and the supreme interests and the policy of the state. It is also important to note that there environmental issues as well that can be seen through the vital role that the forests play in maintaining the environmental balance which is affected by their excessive exploitation. In order to solve these problems, a geographic method has been put which was based on a diagnosis of the forest’s resources of the top area of Neffis, an analysis of the deterioration the forest, and an explanation of the factors behind this deterioration via specifying the reasons of the excessive use of the forest area. Based on what we have mentioned, so far, it has now become clear that the forest area of Neffis is characterized by the diversity and the richness of its properties. However, the fact that it has been the subject of excessive deterioration by the local residents leads us to say that immediate measures must be solve this problem
