Abstract

Institutions, including the state, are often forced to change a situation by modifying the rules of work. In this text, we try to stand at the “innovation” of the rules and the extent of its development to the desired change in the behavior of actors depending on the tracking of a special case: the urban community of the city of Casablanca, Morocco. Is the amendment of the law of local communities aimed at creating the unity of the city achieved its objectifs or the actions of the actors in their calculations and logic forced the “innovation” to be renewed?
