This pandemic, in terms of living reality and the social fabric, is no less profound and influential than the losses it has left in terms of health and human capital. Here, we are talking about the widening area of social fragility and poverty, and the high rates of unemployment and poverty among the groups that are the subject of this research paper. This is what made these groups, in light of this exceptional health circumstance, unable to guarantee a decent standard of living. Rather, a significant proportion of these groups found the selves unable to defend their right to life due to their inability to provide the money needed for treatment when they contracted this virus. In this framework of knowledge, our main problem is presented in the following proposition: To what extent does the reality of the vulnerable groups in Tunisia at the time of the Corona pandemic reflect the justice of the measures taken by the state in its response to this epidemic? Two main hypotheses emerge from our problem. We have assumed: First: The Corona pandemic represented an important occasion to put to the test the state sponsorship in Tunisia and its crisis management policy. Second: We assumed that the state's policy in confronting the Corona pandemic contributed to limiting the expansion of fragility and exclusion in Tunisian society
