The reality of the administrative empowerment of the educational middle leaders in the Ministry of Education in the Sultanate of Oman

Abstract

The study aimed to analyze the reality of the administrative empowerment of the educational middle leaders in the Ministry of Education in the Sultanate of Oman, in addition to the roles and responsibilities that they perform according to the civil service system, and to analyze this within the framework of what those leaders should do in the field of empowerment based on their administrative levels of organization. The study came out with a few results, the most important of which are: Strengths: There are regulations and laws that regulate the appointment and promotion process in leadership positions and define the pattern of communication between the Ministry’s general office and the directorates in the educational governorates. Weaknesses: Occupying leadership positions is not a requirement for prior preparation related to the job, and the Ministry has not yet adopted the concept of empowerment, has not implemented it, and has not developed technicians for it. Opportunities: The future vision (Oman 2040) emphasized the need to pay attention to the development of human resources. The Ministry also paid a clear interest in entering the era of electronic management. Threats: The leadership pattern found in the Ministry of Education is a central system. The General Office of the Ministry of Education monopolizes policymaking and defining goals. The study recommended the development and institutionalization of the internal systems of the Ministry of Education, and the development of the administrative system towards decentralization with comprehensive, integrative methodologies
