Territorial communes and local development constraints in emerging centers -Arbiaa EL Aounate case

This article deals with El Aounate territorial authority and local development constraints through highlighting the problems that accompanied its growth and that hinders its development. These constraints are manifisted mainly in the fragility of its infrastructure and social facilities like sewage system، potable water, electricity… Additionally, the center suffers from frequent water supply and electricity cut and the absence of paved streets and alleys. The latter turn into swamps of mud in winter. These problems are the result of meagre contributions of local actors in the development of the center. We note that human resources’ poor training and coaching both qualitatively and quantitively don’t help in developing the center. Moreover, Lack of financial resources and its fragility make the center dependent on the development of human and financial resources to become able to promote varied area qualities and look for partnership capable of participating in El Aounate development take-off
