The urban area of Tetouan-Martil increased from 1980 hectares in 1982 to 6122 hectares in 2018, due to population growth and the increased needs of the population in housing and public facilities and services, which leads to the degradation and exhaustion of natural resources (soil, vegetation and water resources), and the exposure of populations to the risk of floods of wadi martil, due to topographic, climatic and hydrogeological factors and the concentration of populations near watercourses . The State tries to win the bet of sustainability by the project of development of the plain of wadi martil 2014-2018, which takes into account the needs and the requirements of the populations and protects their living space against the risk of floods by the creation of the dam of oued martil and the preservation of natural resources
