Abstract

Tribal societies are subject to criteria governed by the notables of the old social structures, so that the participation of young people is governed by tribal logic which is based first and foremost on blood ties and the interests of dignitaries and owners of 'money. In this way, young people are excluded from the democratic process and increase political reluctance, in exchange for the reproduction of an elite group of young people, which is an extension of the traditional tribal elite which guarantees that they will benefit from the income which are granted to it by the State to reinforce its hegemony and its domination
