Since the early 1980s, urban policies in Moroccohave been associated with a neoliberal approach that aims through Entrepreneurial urban governance, market liberalization and privatization to make Moroccan cities more competitive on the global market. In this context, the city of Tangier is a clear model of the urban restructuring, where a gradual transition from the classic model of urban governance, characterized by the dominance of the state and its central administrations, to a different approach based on the establishment of ad hoc institutions to ensure planning and management These projects, which quickly became today the focus of many questions related to the coordination of the work and participation of local actors, and the state's commitment to its territorial integrity. The analysis is based on the case study of the Tangier City Center (TTC) project, which will allow to understand the logic of urban restructuring in Tangier, and to define the operational structures of these projects through an analysis of the roles and responsibilitiesof actors, as well as the new standards adopted in urban management and planning
